German Agencies Warn of Threat

The recruited individuals, often referred to as “low-level agents” or “disposable agents” reportedly carry out criminal acts without formal intelligence training – frequently for minimal compensation and without awareness of the ultimate principals behind the operations Engaging in such activities carries the risk of criminal prosecution, with potential prison sentences of up to ten years

Several suspected cases are currently under investigation in Germany, including instances of arson, property damage and unauthorized drone flights near critical infrastructure To raise awareness and encourage reporting of suspicious contacts, the BKA and intelligence agencies have jointly launched the public awareness campaign “Don’t Become a Disposable Agent” which provides information on this phenomenon and encourages citizens to come forward with relevant information
