Germany Ticket: VRR Urges Permanent Funding Guarantee

The head of the Verkehrsverbund Rhein-Ruhr (VRR), Oliver Wittke, is urging the German federal government and state governments to swiftly agree on a permanent funding model for the Deutschlandticket, ideally at the upcoming state transport ministers’ conference this week.

Wittke, speaking to the Rheinische Post, emphasized the importance of decisive action, stating that continued uncertainty surrounding the ticket’s financing is creating unease among the public. He argued that a sustainable financial structure is needed to ensure the Deutschlandticket’s long-term viability.

The VRR chief, formerly a state transport minister in North Rhine-Westphalia, suggests a mechanism for regular adjustments to both government subsidies and the ticket’s subscription price, tied to a cost index incorporating factors like energy prices, infrastructure fees and wage increases. He cautioned against completely excluding future price increases, particularly given the ongoing funding challenges.

This proposal contrasts with the current coalition agreement, which stipulates a freeze on the Deutschlandticket price – currently set at €58 per month – until 2029.

Wittke also stressed the need for the public transportation sector to prioritize cost-saving measures. He advocates for increased digitalization and tariff simplification, initiatives currently being advanced within the VRR. Ultimately, he envisions a “new pact” for the Deutschlandticket, involving reliable government support, fair contributions from passengers and enhanced efficiency within the public transport industry.
