Linnemann’s proposal centers around a new “deadline solution” designed to expedite the approval process. The scope of this accelerated approval process is substantial, potentially encompassing building permits for private residences, additions such as carports and conservatories and even permissions related to the utilization of sidewalks for outdoor dining or community gatherings. While proponents frame this as a vital step towards modernizing the German state, the plan has already drawn sharp criticism from within the civil service and from opposition parties.
The initiative forms a central pillar of the “Mainz Declaration” slated for formal adoption by the CDU’s federal executive committee this week. Linnemann asserted that easing the burden on citizens and accelerating governmental responsiveness are paramount, echoing a broader push within the CDU to re-evaluate the efficiency and accessibility of public services.
However, legal experts have raised concerns about the potentially far-reaching implications of unilaterally deeming applications approved without proper review. Questions surrounding due diligence, environmental impact assessments and adherence to existing legal frameworks remain largely unanswered.
