Greens Push Germany’s Civil Protection into a Federal‑States Overhaul, New Law and Nationwide Training Day.

The Greens are urging the federal government to strengthen coordination of civil protection across Germany. A motion presented by the Bundestag faction will be voted on this Tuesday, the Tagespiegel reported.

In the motion, the Greens propose a new law that would make civil protection a shared responsibility of the federal and state governments, a duty that has until now rested only with the Länder. They call on the federal government to determine how many personnel are required for civil protection, and to support the Technical Relief Service, fire services and aid organisations as they expand.

Greens MP Leon Eckert, who drafted the motion, warned that “four years after the start of the Russian invasion, the turning point in civil defence is still missing”. He criticised Interior Minister Alexander Dobrindt (CSU) for offering only announcements and no substantive measures in this field, noting that Dobrindt is the budgetary overseer of the Interior Ministry.

“Finally, we demand that Minister Dobrindt make the overdue decisions to arm our society against current threats” Eckert added. He urged the federal government to produce an “Operations Plan for Civil Defence” and to establish a coordination office to give civil protection in Germany stronger direction.

The Greens also propose an annual nationwide exercise day, require students to learn first aid in school, and call for mandatory civil‑protection training for county administrators and mayors.
