Alexander Hoffmann, the chairman of the CSU’s state group in the Union faction, is calling for an immediate reform of Germany’s electoral law. “An electoral‑law overhaul is hugely important, not just for the CSU but for the entire Union” he told the news portal T‑Online. “We need a voting system that everyone understands – the ‘traffic‑light’ system is the complete opposite”.
Under the current rules, entire electoral districts can still be lost by their winners, who are then barred from entering the Bundestag. Hoffmann said this must end: “We have agreed in the coalition contract to stop this. Without that agreement the coalition contract would not have been signed”.
The SPD’s approval of an electoral‑law reform is tied to a provision that guarantees gender parity in the Bundestag. Hoffmann explained that the coalition agreement only calls for a feasibility check on such a rule: “We, as the Union, are contract‑faithful and will evaluate the outcome openly. Conversely, I expect the SPD to honour the coalition agreement and help ensure that all constituency winners can take their seats in the Bundestag”.
