SPD Proposes Merging Health Insurance Funds to Boost Efficiency

As part of a proposed savings package for the statutory health insurance system, the SPD intends to reduce the number of health insurance funds. According to Christos Pantazis, the SPD parliamentary group’s health policy spokesperson, the reduction is necessary because, “We do not need 93 statutory health insurance funds”. He argued that having fewer funds would eliminate redundant structures, boost efficiency, and streamline administration, calling the measure “orderly policy-wise sensible and medically necessary”. Pantazis asserted that a significant reduction in the number of funds is both correct and overdue. However, he cautioned that while this is an important measure, it only addresses part of the solution, stating that it will not solve the financial challenges of the statutory health insurance system. The SPD politician explained that the real pressure on spending stems from various areas of care provision, not administrative overhead. Therefore, he claimed that the focus must now shift to tackling the drivers of spending growth and raising efficiency potential. He concluded that only this comprehensive approach will allow the statutory health insurance system to stabilize sustainably, both financially and structurally. In contrast, Federal Health Minister Nina Warken (CDU) has currently expressed no plans to reduce the number of funds, telling the press that this is a structural issue that cannot be resolved in the short term, as not all health insurers are comparable. Nevertheless, the Minister announced that the Finance Committee is likely to address the issue in its second report.
