Niedersachsen’s Minister-President, Olaf Lies (SPD), stated that the Relief Premium has no viable future following the recent vote by the Bundesrat. Speaking to the “Tagesspiegel”, Lies commented that, given the outcome, the measure seems to be a lost cause. He suggested that perhaps limiting the program to 2026 might have been a minor possibility, but argued that this would only reduce the impact without addressing the fundamental problem: many businesses might be unable to afford it. Instead, he insists that the focus should be on comprehensive income tax reform to provide long-term relief for both citizens and businesses, calling all other options “a spent cause”.
The Minister-President urged policymakers to look forward and work toward systemic improvements. He related that Niedersachsen voted in favor of the measure, contrasting this with the votes against it cast by Mecklenburg-Vorpommern (Manuela Schwesig) and Brandenburg (Dietmar Woidke). Lies stated that he understood the reasoning behind the opposition in those states. While acknowledging that the premium was not necessarily the perfect idea, he emphasized that despite knowing Niedersachsen couldn’t afford to pay for it, they voted yes consciously to demonstrate respect for federal political decisions and show support for the national government’s direction.
However, Lies also cautioned that the political procedures followed on Friday could not be repeated. He stressed the need for better utilizing the structures of the Minister-Presidents’ Conference for future votes. Furthermore, he called for greater inclusion of the Greens into political processes, citing their status as partners in many states. He concluded by identifying a major structural issue: the federal government failed to coordinate the Relief Premium with the states early enough in the process.
