Ukraine Leads European Military Aid Receiving German Defense Exports Amid $13.87 Billion Total Approvals

According to the Federal Ministry for Economic Affairs, the German government granted approval for defense exports totaling approximately €13.87 billion during the first half of 2026, based on preliminary figures.

A significant portion of these exports was designated for Ukraine, with approval granted for defense goods valued at roughly €2.5 billion to support its self-defense against the Russian aggression. Ukraine is noted as the country with the highest overall approval volume, and the highest among third-country recipients.

Other major destination countries where these exports were approved include the USA, the Netherlands, the Czech Republic, Lithuania, Israel, Latvia, Norway, Estonia, and Slovenia.

In terms of the nature of the goods approved, approximately €9.6 billion was allocated to war weapons, while the remaining €4.3 billion covered other defense equipment. These total approval values were distributed across various mechanisms: €12.8 billion related to individual export licenses, and €1.1 billion per general authorization declarations.

For deliveries made to EU, NATO, and NATO-aligned countries, approvals amounted to nearly €9 billion. Separately, around €4.9 billion was approved for third countries overall, which includes the Ukrainian shipments.
