CDU Optimistic on Electoral Reform Deal with SPD, Targets Fair Mandate Distribution

The Union faction leader, Thorsten Frei, stated that there is a realistic chance of reaching an agreement with the SPD on reforming the electoral system. Speaking to the Funke media group, the CDU politician expressed optimism that this goal is achievable, emphasizing that the objective is for anyone who wins a constituency seat to also secure a mandate in the Bundestag.

Frei announced during a recent appearance that talks regarding this reform are planned for the autumn. However, he cautioned his coalition partner that constitutional amendments cannot be included in the negotiation process.

It was reported that the SPD might condition its support for an electoral law reform on the Union agreeing to reform the debt brake. Such a reform, however, would necessitate a constitutional amendment. Frei emphasized the difficulty of pursuing any form of constitutional change given the current makeup of the Bundestag, regardless of the issue of the fiscal brake.
