According to a survey conducted by the IT industry association Bitkom among more than 600 companies in Germany, one in seven businesses (14 percent) is currently using Artificial Intelligence (AI) to create performance reviews and employment certificates. Moreover, an additional 52 percent of companies could envision using AI in this area, compared to 45 percent in 2024.
Overall, the integration of AI within personnel management is increasing, although its adoption remains more reserved when compared to other areas of corporate functions. The most frequently utilized function currently involves supporting individual professional development for employees, with 16 percent of companies already employing AI for this purpose. Among the remaining companies, 58 percent anticipate using this technology; conversely, only 12 percent were utilizing it in 2024.
Regarding the onboarding of new staff, 14 percent of organizations currently use AI in the process, and 36 percent are open to implementing it in the future. This was up from 11 percent utilizing AI for onboarding in 2024, while 28 percent were anticipating its use.
In the sphere of handling or automatically responding to internal HR inquiries, 13 percent of companies are currently using AI, with an additional 53 percent expressing interest. A particularly noticeable growth trend is associated with using AI to evaluate employee workload. Thirteen percent of companies are now using AI for this purpose, significantly up from only six percent in 2024. Furthermore, 28 percent are open to using AI for evaluating employee performance, a figure that was 19 percent in 2024.
The Bitkom Research team conducted this survey via telephone with 602 companies that have three or more employees in Germany. The data collection took place during the 18th to the 25th week of 2026.
