CDU Targets Klaus Müller for Second Term as Regulator Head amid Policy Stability Push

Sources close to the CDU report that the party intends to propose Klaus Müller for a second term as president of the Federal Network Agency (Bundesnetzagentur). According to the Tagesspiegel Background, this proposal stems from internal discussions within the coalition.

The CDU holds the right to nominate the next president of the agency. Currently, Müller’s tenure is set to expire naturally at the end of February 2027.

While the president is officially chosen by the agency’s advisory board-which comprises members of the Bundestag and the Bundesrat-this process is widely regarded as merely a formality. The actual candidate negotiations take place well in advance of the official selection, which is scheduled for November 23rd. It remains unclear whether Müller will be listed among the eligible candidates in the upcoming invitation. Ultimately, the federal government names the president based on the advisory board’s proposal, giving the government the final say and the theoretical ability to veto the choice.

It has recently become clear, according to the Tagesspiegel Background, that the Green Party member, Müller, is likely to secure a second term.

Since 2022, Müller has successfully guided the agency through the energy crisis and regulatory reforms, while also becoming a significantly more visible external representative than his predecessors. Furthermore, reports suggest that his cooperation with Federal Minister of Economics and Climate Action, Katherina Reiche (CDU), is proceeding smoothly.

A trained economist, Müller previously held roles such as leading the Federal Association of Consumer Organisations and the Consumer Association in North Rhine-Westphalia. He also served as a state minister in Schleswig-Holstein and as a Bundestag representative for the Greens. Currently, no comparably qualified candidate has successfully positioned themselves within the CDU.
