The Federal Employment Agency (Bundesagentur für Arbeit, BA) is increasingly confronting appeal procedures that have been formulated using artificial intelligence (AI). According to BA Director Andrea Nahles, she confirmed to Deutschlandfunk that there is a measurable rise in these types of appeal processes. While there are indications that some of this increase stems from individuals being better informed by AI-a development that is viewed positively in principle-the agency is simultaneously observing a troubling trend: the occurrence of hallucinations within these long, extensive appeals.
The increase in volume is dramatic; what might previously have been a half-page objection now frequently spans ten pages. Nahles stated that this increase in documentation alone is generating “an insane amount of additional work.” She added that the agency is currently contemplating how to deal with this situation, both internally and in cooperation with political authorities.
An initial suggestion from agency staff is to have “AI talk to AI”-a method to manage the growing workload, noting that the current situation is unsustainable. The Agency Director concluded by stating that there has now been a distinct imbalance created by this rapid technological shift.
