Members of the German Bundestag’s budget committee have accused the Ministry of Defence of unduly restricting their oversight function.

The dispute stems from a recent decision limiting access to detailed budget explanations and the financial plan for the special fund for the Bundeswehr (German Armed Forces). According to reports in “Der Spiegel” parliamentarians are now required to review these documents exclusively within the Bundestag’s classified information facility. The Ministry argues this is necessary because the papers outline arms projects that could reveal details about the Bundeswehr’s current and future defence capabilities and readiness.

Sebastian Schäfer, a Green party budget spokesperson, has voiced strong objections, stating that the legally guaranteed, comprehensive parliamentary control appears neither desired nor facilitated. Similar concerns have been raised by colleagues from the Christian Democratic Union (CDU) and the Social Democratic Party (SPD).

The timing is particularly sensitive, as the budget for 2025 is scheduled for approval next week, leaving limited time for thorough review. Previously, security-vetted staff members assisting parliamentarians were also permitted to access the documents to aid in preparing for committee sessions.
