Bundeswehr: Russia Threat Remains as Major Exercise Begins

Deterrence remains the primary objective and exercises like Quadriga serve to demonstrate both national and collective military capabilities

Breuer highlighted the timing of Quadriga 2025, coinciding with the upcoming Russian exercise “Zapad” slated to take place in Belarus, bordering Lithuania and NATO territory He indicated that Russia frequently employs exercises like Zapad to generate uncertainty and then accuse others of escalation, a tactic he cautioned against falling for

Quadriga 2025 is a series of exercises involving the German armed forces alongside those of 13 other nations, simulating the defense of the Baltic Sea region under crisis and wartime conditions Approximately 8,000 German soldiers from the Navy, Army, Air Force, Cyber and Information Space and Support Services, will participate in several major exercises across Germany, Lithuania, Finland and the Baltic Sea through September 2025

A central component of the exercise series is the naval maneuver “Northern Coasts” bringing together Baltic Sea nations – Sweden, Finland, Denmark, Poland, Estonia, Latvia and Lithuania – along with participants from France, the United Kingdom, the United States, Belgium, the Netherlands and Canada
