EU Imposes New Sanctions on Russia Targeting State-Sponsored Cyber Operations

The European Union has imposed additional sanctions against Russia in response to cyberattacks, according to EU External Action Chief Kaja Kallas, who announced the measures on Monday.

These new actions specifically target nine individuals and four organizations. Among the sanctioned entities are intelligence officers from Russia’s GRU, cybercriminals, “self-proclaimed hacktivists,” and private companies that contribute to Russia’s efforts to destabilize the EU, its member states, and international partners. The United Kingdom is implementing corresponding measures in parallel with this action.

The EU institutions previously attributed a cyber campaign to Russia, noting that the 16th center of the Russian Federal Security Service (FSB) reportedly controls a range of cyber threat groups, including TURLA. For years, the FSB has conducted numerous malicious cyber activities that increasingly affect the EU, its member states, and international partners, particularly Ukraine. According to Brussels, these activities included infiltrating government networks and sabotaging critical infrastructure in countries such as France, Germany, Poland, and Finland.

In parallel, Germany’s Foreign Office has issued sharp criticism against Russia. The ministry announced that it has summoned the Russian ambassador in Berlin to clarify its stance further.
