Germany’s banking association is urging accelerated progress on the nation’s planned digital wallet, intended to fulfill European Union regulations and cautions against repeating issues encountered with the digital functionality of the national identity card.
Heiner Herkenhoff, Chief Executive of the Association of German Banks, emphasized that the wallet represents more than just an application; it requires a functioning digital ecosystem. He stated that collaboration between government, the private sector and civil society is crucial and that delays in participation can lead to missed opportunities, referencing challenges with the e-ID function of the German identity card.
The banking association is calling for greater commitment and proactive engagement. While acknowledging the banking sector’s existing involvement, Herkenhoff highlights the need for participation from government agencies, industry and commerce to establish a robust and viable system. He believes now is the time to lay the groundwork, ensuring a successful launch by early 2027.
Herkenhoff expressed optimism regarding the new German federal government’s commitment to the project, while also urging increased momentum. He welcomes the establishment of a dedicated Digital Ministry as a positive structural change, consolidating resources and responsibilities. He stressed the need for clear timelines, defined accountability and sufficient funding to facilitate effective collaboration between technology, legal frameworks and all stakeholders involved.
Regarding the timeline set by the EU, Herkenhoff considers it achievable, suggesting a potential launch in Germany by early 2027, perhaps initially with a limited set of features. He underscored the greater challenge lies in integrating all parties early and seamlessly into the ecosystem. With consistent effort, the wallet could gradually expand its functionality.
The digital wallet initiative is governed by the EU’s eIDAS regulation (Electronic Identification, Authentication and Trust Services). Each member state is mandated to offer a European Digital Identity Wallet, or EUDI Wallet, by early 2027. This wallet is intended to securely store digital versions of identification documents such as national identity cards and driving licenses. Development of the wallet is currently underway through a competitive process overseen by the German Federal Agency for Leap Innovations (SPRIND).
