German Economist Proposes Mandatory Service Year for Retirees

The president of the German Institute for Economic Research (DIW), Marcel Fratzscher, is advocating for a re-evaluation of the distribution of societal responsibilities between younger and older generations.

In a recent interview, Fratzscher proposed the implementation of a mandatory social year for all retirees. He argues that the older generation should contribute more actively to society, particularly in the social sector and potentially in national defense. Specifically, he suggests utilizing the technical skills possessed by many retirees, potentially within the Bundeswehr (German Armed Forces), especially those with prior military training.

Fratzscher expressed concern that current debates regarding the potential reinstatement of compulsory military service often disproportionately focus on placing the burden of solutions on younger adults. He noted that younger generations are already significantly impacted by increasing social security contributions and the consequences of climate change. He emphasized the need for greater solidarity from older generations towards their younger counterparts, calling for negotiations towards a “new generational contract” for Germany.
