German Health Minister Defends Hike in Patient Co-pays Amid Reform Debate

Federal Health Minister Nina Warken (CDU) defended the planned increase in patient contributions, arguing that the current co-payment limits have not been adjusted for over two decades. Speaking to “Welt am Sonntag”, she explained that while they have previously enjoyed a long period of growth and prosperity, economic factors necessitate making adjustments and potentially filling budget gaps.

Warken also addressed warnings raised by physicians that patients would find it more difficult to secure appointments following the reform of statutory health insurance (GKV). Dismissing such claims as mere threats, the minister stated that critics exaggerate the degree of service cuts. She reassured the public that doctors will continue to receive reimbursement, which is expected to rise annually.

While Warken stated she is open to implementing changes, she emphasized certain necessary conditions. She stressed that maintaining the total volume of the reform package is paramount before considering other proposals. Furthermore, she believes the approach-where every sector contributes a corresponding share based on its respective expenditures within the system-is proper. She concluded by asserting that her current proposal represents a well-balanced position.
