German Rail to Upgrade Regional Lines, Expect Disruptions

German rail operator Deutsche Bahn (DB) is planning extensive renovations to a significant portion of its rail network, including numerous regional lines, leading to likely disruptions for passengers. According to information obtained by the Süddeutsche Zeitung, the rail infrastructure division, DB Infrago, has already briefed industry stakeholders on the extensive plans, detailed in a presentation outlining construction projects anticipated for 2028 and 2029.

The documents, which include network maps, highlight numerous regional routes marked for refurbishment. Several are designated with a red marking, indicating “total closure” which suggests closures lasting weeks or even months. Passengers should anticipate potential service cancellations or reduced schedules, with replacement bus services likely to be implemented.

Deutsche Bahn contends that these substantial closures are unavoidable to address the deteriorating condition of much of the rail infrastructure. Officials have reportedly stated that a more gradual, piecemeal approach to repairs would prove excessively lengthy and would lead to ongoing, minor disruptions.

While acknowledging the anticipated inconvenience, DB Infrago emphasized that not all outlined projects will necessitate complete, prolonged closures across entire sections. They attribute early planning phases for the comprehensive list, clarifying that the details remain subject to refinement and ongoing consultations with train operators and affected parties. The plans are not considered definitive and there remains room for adjustments and compromises. The designation of a “total closure” does not automatically preclude limited local transport alternatives; parallel routes may facilitate some connectivity to areas near the construction zone.

The approach of temporarily closing lines for large-scale renovations was initially implemented last year on the Frankfurt-Mannheim route. This principle, currently being applied to 41 major routes nationwide, will now be extended to encompass a wider array of regional networks.

Reasons cited for expanding the program beyond the primary lines include the poor condition of numerous additional lines within the secondary network. DB argues that consolidating construction activities into defined project phases, followed by periods of unrestricted service, will ultimately minimize overall disruption, improve schedule stability and enhance predictability for passengers. The company expresses the hope that this strategy will bring a greater sense of stability and efficiency to the rail system.
