German Women’s Shelters Deny Electronic Ankle‑Cuffs Are Enough; Call for Systemic Reforms to Protect Abuse Survivors

The women’s shelters coordination has deemed the federal government’s plans to roll out electronic ankle‑monitors for violent offenders-modeled on Spain’s system-to be insufficient.

Business Manager Sibylle Schreiber of the “Rheinische Post” warned that preventing femicides requires structural change, not merely adding small instruments that will help only a few.

Schreiber added that while an electronic ankle‑monitor can be an important tool in high‑risk cases, it does not replace mandatory, uniform risk management or the close collaboration between police, the judiciary, specialist advisers and women’s shelters. Without clear procedures, adequate resources and reliable funding, protection for victims of violence will remain fragmented.
