Germany Approves AI Implementation Act to Sharpen Oversight and Clarify Deep‑Fake Transparency Requirements

On Wednesday the German federal cabinet approved a implementing act to enforce the European Union’s AI Regulation. The law designates the national authorities responsible for carrying out the EU mandate and clarifies the structure of “state‑independent media oversight” in Germany, as well as the role of the Länder in journalism and broadcasting regulation.

The legislation specifically addresses oversight mechanisms needed to uphold transparency obligations-such as labeling deepfakes or AI‑generated news articles. The Federal Chancellery said the new rules are part of a broader effort to establish a coordinated European framework for AI.

Culture Minister Wolfram Weimer explained that the implementing act is just one component of that larger project. He stressed that those who deploy AI must take responsibility and that a common understanding of platform accountability is essential. Weimer highlighted recent incidents involving AI tools like Grok, arguing that clear rules and regular risk assessments are necessary.

The minister also expressed support for EU‑level initiatives aimed at strengthening protection against media manipulation, particularly digital sexualized violence, and tightening legal remedies against deepfake creation and distribution.
