Germany Partners with SAP and Deutsche Telekom to Build AI‑Powered Citizen App for Centralized State Services

The German federal government is set to commission the development of a central public‑services app by SAP and Deutsche Telekom, according to an internal project document reported by Handelsblatt. The app-known internally as the “Bürger‑App” or “Deutschland‑App”-will act as a single gateway for state benefits, allowing users to submit applications, book appointments and request administrative services, effectively creating a virtual “citizen office”.

Technically, the app will remain separate from the EU’s digital wallet (EUDI‑Wallet). While the wallet will manage identities and official certificates, the Bürger‑App will provide direct access to government services. Both systems are planned to be closely integrated.

Initial use cases include child benefit, residence registration and company formation. “Learning AI agents” will walk users through application processes and automate routine tasks. The platform will first be piloted in several German cities and at the Federal Employment Agency.

Telekom is already working on a prototype expected in April, followed by testing phases. SAP will supply core platform technology and AI functionalities, whereas T‑Systems (Telekom’s subsidiary) will handle infrastructure and data storage. The Digital Ministry has confirmed its plans to develop this AI‑based administrative platform in partnership with SAP and T‑Systems.
