The German federal government is currently laying the groundwork for the introduction of a new civil service. Plans have been confirmed by a spokesperson from the Ministry of Education, as reported by the publication “Bild” (Tuesday edition).
In recent months, the Ministry surveyed 23 major associations and organizations to determine what capacities they might be able to offer should military conscription be reinstated for individuals who refuse military service. Of the 23 organizations queried, 22 indicated that their infrastructure and deployment sites would generally be ready to provide a diverse range of options for those fulfilling a military replacement service.
The ministry spokesperson clarified that a civil service does not currently exist unless military conscription is in effect. However, he stressed that if conscription ever becomes necessary again, the foundation for a modern civil service must already be prepared. The Ministry of Education plans to officially present these plans after the summer recess.
For context, military conscription was suspended in 2011. At that time, there were approximately 15,000 people serving civil duty, compared to roughly 90,000 in 2009.
