The German Federal Cabinet has endorsed a draft bill designed to significantly expedite and simplify procurement processes for the Bundeswehr (German Armed Forces). The legislation, presented jointly by the Federal Ministry for Economic Affairs and the Federal Ministry of Defence, introduces exceptional regulations within public procurement law to streamline the acquisition of necessary resources.
Beyond arms and equipment, the scope of the Federal Defense Procurement Acceleration Act has been broadened. Originally limited to military equipment, it now encompasses all needs of the Bundeswehr, including civilian requirements such as medical supplies and construction services. This includes the construction and maintenance of military barracks. The temporary facilitations introduced by the Act are now extended until the end of 2035.
The draft bill incorporates measures intended to simplify and accelerate both procurement and subsequent review processes. It aims to encourage the provision of innovative solutions alongside those readily available on the market, while also facilitating joint procurement initiatives with partner nations.
Amendments to the Air Traffic Law are also included within the legislation. These alterations are intended to ensure the uninterrupted operation of air defense radar systems and contribute to the protection and security interests of the Federal Republic of Germany.
“During the previous legislative period, we have substantially accelerated procurement for the Bundeswehr, initiating more large-scale projects than ever before” stated Minister of Defence Boris Pistorius. “This new law on accelerating planning and procurement represents another step forward, enabling quicker and more frequent direct awards of contracts, particularly when procuring interoperable systems in collaboration with our partners”.
