Germany to Boost Civil Defense Amid Rising Risks

The German government is set to significantly expand civil defense and disaster response capabilities, announcing a “Population Protection Pact” focused on modernization and preparedness. Interior Minister Alexander Dobrindt revealed the initiative in an interview, stating the country is “gearing up for population protection.

Plans outline a substantial investment of ten billion euros by 2029, representing the most extensive modernization effort in decades. The pact, according to Dobrindt, will focus on improvements in vehicles, capabilities and functionality.

Key components of the plan include the installation of new sirens, the development of digital warning systems accessible on mobile devices and the construction of additional shelters. Funding will also be allocated to procure approximately 1,500 new vehicles for fire protection, ambulance services, mobile command centers and heavy equipment.

Furthermore, the initiative seeks to enhance coordination and preparedness through increased joint crisis exercises involving volunteer organizations, the Technical Relief Organization, emergency services and the Bundeswehr (German armed forces).

The move is driven by a heightened awareness of international crises, extremism threats and the potential for hybrid attacks. Currently, Germany possesses 579 public shelters capable of accommodating roughly 480,000 people, many of which were deactivated following the end of the Cold War. This investment aims to revitalize and expand these crucial infrastructure elements.
