Greens Demand Parliament’s Role in Ukraine Loan Plan

The German Green Party has signaled strong support for a proposal allowing Ukraine to secure loans of up to €140 billion utilizing frozen Russian assets, a move that is sparking debate and raising complex legal questions within Germany’s political landscape. Irene Mihalic, Parliamentary Secretary of the Green Party’s faction in the Bundestag, affirmed her party’s longstanding position advocating for the utilization of these assets to aid Ukraine’s reconstruction and war effort. Speaking to the Redaktionsnetzwerk Deutschland (RND), Mihalic stressed the importance of securing the process and emphasized the need for parliamentary oversight, explicitly stating that the Bundestag must approve Germany’s contribution to any guarantees underpinning such a loan scheme.

However, the proposal is facing scrutiny, particularly from within the Left Party. Sören Pellmann, the Left Party’s parliamentary group chairman, voiced significant skepticism, characterizing the plan as “legally highly uncertain and politically difficult to implement”. His concerns centre on the potential for the measure to impede ongoing diplomatic efforts aimed at fostering peace negotiations, arguing that it could complicate the prospects for constructive dialogue.

Despite these reservations, Pellmann underscored a shared objective: preventing Russian President Vladimir Putin from accessing the frozen assets, fearing this would bolster his position and prolong the conflict. He maintained that Ukraine warrants compensation for civilian purposes, specifically targeting reconstruction efforts. This assertion highlights the inherent tension within the debate – the urgency of Ukraine’s needs contrasted with the legal and political complexities of repurposing assets belonging to a sovereign nation and the ramifications for international precedent.
