Major BAföG Overhaul Planned for German Students

A comprehensive reform of the German Federal Education Assistance Act (Bafög) is planned to take effect in the winter semester of 2026/2027, according to Federal Minister for Research and Innovation, Dorothee Bär.

Speaking to the “Rheinische Post” Minister Bär expressed concern over the persistent perception of Bafög, noting that little has changed in its image since her own time as a student. She identified excessive bureaucracy as the central obstacle, highlighting that a significant portion of those eligible do not apply due to the perceived complexity of the application process.

The reform aims to modernize the system, making it “digital, simpler and more widely known”. The goal is to revitalize Bafög’s public image and make it more appealing to potential applicants.

Minister Bär also indicated ongoing consideration of a new, attractive education loan program, independent of income. This aligns with commitments outlined in the governing coalition agreement, which prioritizes equitable terms and features such as fixed interest rates on the loan product. This modernization of Bafög was a key element agreed upon within the coalition framework.
