Nazi Victim Citizenship Fraud Forces German Ministry to Suspend Naturalization Process

The German Federal Interior Ministry and the Federal Administration Office have enacted consequences following suspected cases of fraud related to the remedy naturalization process. According to information reported by Spiegel, German embassies and consulates abroad have been instructed to cease issuing naturalization certificates and to postpone related ceremonies temporarily. This pause is intended to allow for a fundamental review of all procedures and operations.

Remedy naturalization, which is based on Article 116(2) of the Basic Law, is reserved for victims of the Nazi regime and their descendants. In early September, Spiegel reported that numerous instances of fraud had occurred in recent years, particularly involving individuals from China. These fraudsters allegedly claimed falsely to be descendants of Jewish people who were persecuted, expelled, or stripped of their citizenship by the National Socialists between 1933 and 1945. It appears that these individuals tricked the Federal Administration Office in Cologne, which is responsible for handling applications under Article 116.

The findings have resulted in far-reaching consequences. Just recently, a German consulate in the United States informed applicants there that the process was currently delayed. In an email reported by Spiegel, it stated that ceremonies for the handover of naturalization certificates had to be moved. This action follows the recent surfacing of criminal acts connected to forgery of documents and deception.

A consulate employee confirmed via another email that the Federal Administration Office is currently reviewing the procedures for remedy naturalization. Consequently, the authority has asked all German foreign missions worldwide not to grant naturalization certificates until further notice. The Federal Interior Ministry informed the foreign missions about this naturalization pause last week. The ministry has confirmed that the processes are under review to safeguard the system against criminal activities.
