Rural Rent Surges Outpace City Hikes Across Germany, Raising Affordability Concerns

Rental prices across Germany are increasing in rural regions at a pace that, in some cases, exceeds that seen in major metropolitan centers. This finding was reported by the Redaktionsnetzwerk Deutschland, drawing on the Federal Government’s response to an inquiry posed by the Left faction.

The most dramatic increase among the top ten areas was recorded in the Bamberg district, where offered rents rose by 25.2% between 2024 and 2025. Nationally, district prices climbed by an average of 3.8%, while independent cities saw a smaller average increase of 2.6%. For instance, Fürth reported the highest city increase at 9.8%, followed by Dresden at 8.9% and Erfurt at 8.1%.

Other districts experiencing sharp increases include Nordfriesland (14.3%) and Grafschaft Bentheim (12.9%). High price hikes were also noted in the Saarpfalz-Kreis, as well as the Ammerland, Emsland, Unterallgäu, Neustadt an der Waldnaab, Altötting, and Freyung-Grafenau districts. In terms of regional prominence, Bavaria was the most affected state, followed by Lower Saxony. Among the independent cities reporting the highest percentage increases were Wiesbaden, Ulm, Erlangen, Jena, Delmenhorst, Oldenburg, and Regensburg.

The Ministry of Housing relies on these figures, which reflect offered rents for apartments listed online. Caren Lay, the Left faction’s spokesperson for housing policy, sought to determine the ten districts and ten independent cities where initial and re-rental costs grew the most sharply, comparing the net cold rents from 2024 to 2025.

Lay noted that extreme rent increases are affecting cities and districts in all corners of the republic-north, south, east, and west. Remarkably, the most severe price climbs were concentrated in rural districts far from major metropolises. The general finding is that offered rental apartments are experiencing higher price surges than those in cities. For anyone looking to rent today, the cost has risen by up to 25% compared to just one year ago.

This intense inflation is significantly increasing the burden on individuals who cannot afford property ownership or prefer to rent. Tenants with low incomes are increasingly facing hardship, and even average earners are struggling with rising living costs. With potential future cuts to housing allowances, there is a rising fear of rent arrears, evictions, and housing loss. As a result, the Left Party is demanding a nationwide rent cap, complete with municipal limits and local caps on re-rentals. They argue that this mechanism should be applied everywhere where soaring rent increases and housing costs represent a severe pressure point.
