Kay Ruge, CEO of the German District Council Day, has praised Social Minister Bärbel Bas’s actions against the exploitation and misuse of social benefits. Speaking to the “Tagesspiegel”, Ruge stated that the action plan “targets the right issues.”
Organized misuse of social benefits, fake employment, and exploitative business models harm the affected individuals, place a significant strain on local municipalities, and erode trust in the social welfare system. For this reason, Ruge believes it is crucial to improve data exchange between relevant authorities, close legal loopholes, and equip municipalities with more effective tools to tackle dilapidated properties and abusive rental practices.
The federal government’s current focus is largely centered on the issue of organized poverty migration from Southeast Europe, which is described as a major problem, particularly in the Ruhr region. People, mainly from Romania and Bulgaria, are reportedly living in derelict properties while receiving jobs that only require a few hours per week. Furthermore, they may receive legal aid for large families with many children. However, these funds are mostly being skimmed by intermediaries, and some of the purported jobs are alleged to be entirely fabricated.
In response to this, Minister Bas has developed an action plan, which was submitted for departmental consultation on Wednesday. The plan includes several key points, such as more precise legislation to combat this form of benefit misuse, enhanced data sharing among authorities, and greater powers for municipalities to act against substandard housing. The plan also aims to better protect victims of the system if they come forward against behind-the-scenes operators.
Kay Ruge of the District Council views this approach as sensible. “As always, the key is not simply having a plan on paper, but achieving practical implementation,” he commented. He added that although the plan has been announced for some time, the municipal job centers must also be technically included in the data exchange and must have access to all necessary information. Crucially, Ruge stressed that it must be clear to differentiate between organized fraud and the individuals who have themselves become victims of exploitation and criminal structures. Overall, he deemed the action plan an important and overdue step.
