A leading figure within Germany’s Social Democratic Party (SPD) has urged caution regarding discussions surrounding potential peacekeeping forces for Ukraine. Ralf Stegner, a prominent voice on foreign policy, stated in a television interview on Tuesday that security guarantees should not be a matter of open negotiation. He cautioned against a perceived competition involving military deployments, characterizing such proposals as a premature step in a complex situation.
Stegner advocated for the inclusion of international bodies, specifically mentioning the United Nations and the Organization for Security and Co-operation in Europe (OSCE), in forging solutions to the conflict. He emphasized the need for internationally-backed conflict resolution, encompassing a ceasefire, security guarantees and ultimately, a lasting peace treaty. He argued that broader international involvement would enhance the acceptability of any agreements for all parties involved.
Stegner characterized the very consideration of security guarantees as a positive development, contrasting it with the current situation which has seen continued escalation, significant casualties and a focus on arms deliveries without a clear path toward de-escalation or a resolution to the conflict. He suggested that even the contemplation of guarantees represents progress toward a more constructive dialogue.
