Steinmeier: AI is 21st-Century Challenge to Democracy, Not Just Industry

In an interview with the ARD-Hauptstadtstudio’s “Report from Berlin,” Federal President Frank-Walter Steinmeier described Artificial Intelligence as a defining “technology question of the 21st century,” issuing explicit warnings about its potential consequences for democratic societies. He emphasized that the true challenge does not lie in the technology’s industrial applications, but rather in its profound impact on public opinion formation, democracy, and societal self-determination.

Steinmeier stated that the deployment of AI is already an active process, adding that the real debate is not about “if” it will happen, but “how” it will occur. Looking specifically at the dangers facing democracy, the Federal President cautioned: “Democracy is built upon the maturity and judgment of its citizens. People must not become mere mouthpieces of a machine.”

Despite these concerns, Steinmeier also highlighted the significant economic prospects that this technology offers. He stressed that Germany and Europe must successfully catch up in AI applications and achieve mastery over the technology itself if they are to participate meaningfully in shaping global regulations. To manage the associated risks, Steinmeier advocated for the implementation of international standards under the purview of the United Nations.
