Stuttgart Mayor Demands Rotational Minister‑President Role for Ödemir and Hagel

Facing a tight election result in Baden-Württemberg, Stuttgart’s mayor Frank Nopper of the CDU has called for the Green party’s leading candidate, Cem Özdemir, and the CDU’s top contender, Manuel Hagel, to share the office of Minister‑President. He said there is “no clear election winner” and argued that the stalemate means the Greens alone cannot claim the premiership. Nopper proposes a rotation principle so that, in a potential black‑green or green‑black coalition, the premiership would alternate between the two parties.

He added that the CDU should not simply step aside, especially after what he described as an “extremely unfair” campaign in recent weeks, and warned that a coalition would only be possible if the Greens made significant concessions that go beyond merely better ministry allocations.
