The German Federal Minister of Justice, Stefanie Hubig, is pushing for stricter penalties for landlords who violate regulations surrounding rent control measures. Speaking to the Redaktionsnetzwerk Deutschland, Minister Hubig emphasized the need for “noticeable consequences” for those disregarding the rules and charging excessive rents.
A newly formed Rent Law Commission, chaired by Minister Hubig, convened for its inaugural meeting on Tuesday. This commission, comprised of experts, is tasked with developing proposals to strengthen both the rent control system and provisions addressing rent gouging. The work is expected to continue until the end of 2026. Minister Hubig expressed satisfaction that the commission is now operational and that all stakeholders are actively involved.
The focus now shifts to the commission’s experts, who are expected to present effective and compelling suggestions for implementation during the current legislative period. Minister Hubig further indicated plans to introduce additional improvements benefiting tenants later this year, including revisions to regulations concerning index-linked rent agreements, furnished accommodations, short-term rentals and grace period payments.
Highlighting the importance of accessible housing, Minister Hubig stressed the urgency of reinforcing tenants’ rights, underscoring that social equity depends on ensuring affordable living and providing secure shelter.
