Mohrenstraße to Honor Philosopher Amo

Berlin’s planned renaming of Mohrenstraße to Anton-Wilhelm-Amo-Straße appears set to proceed following decisions released Friday evening by the Higher Administrative Court of Berlin-Brandenburg.

Residents of Mohrenstraße had pursued legal challenges for years and up to the last moment, attempting to halt both a resolution passed by the district assembly and a directive issued in 2021. The Higher Administrative Court has now dismissed their urgent applications.

According to the court, the probability of success for the plaintiffs’ lawsuits is currently “highly improbable” a conclusion supported by prior rulings from the Administrative Court and the Higher Administrative Court. The court determined that arguments presented in the legal challenges are unlikely to alter the assessment of the street renaming’s legality, particularly given that judicial review of such decisions under Berlin state law is limited to a check for arbitrary action.

Furthermore, the court stated that the impact on the plaintiffs, who do not have their fundamental rights directly affected by the implementation of the general decree, does not carry significant weight. The decision, released on Friday, is final and binding (decisions dated August 22, 2025 – OVG 6 S 70/25, OVG 6 S 71/25, OVG 6 S 72/25).
