The longest-serving member of the German parliament, Gregor Gysi of the left-wing Left Party, has called for the creation of a “Council of Wise” that could develop proposals for a possible reform of the Basic Law. He urged that the council be appointed by President Frank‑Walter Steinmeier, speaking to “Der Spiegel”.
“We need to strengthen democracy” Gysi said. “I’m considering writing to the president because he has the power to convene a completely non‑partisan body”. He added that the council could suggest ways to make democracy more attractive. For instance, he supports the introduction of public referendums held alongside the federal election.
“In such a system, every party represented in the Bundestag could pose a single yes/no question to the citizens” Gysi explained. “The outcome of the majority vote would have to be implemented and would remain in force for the entire legislative period. The chancellor and the governing coalition would be bound by the decision, regardless of which parties enter power”.
Gysi also offered ideas for the council’s composition: “It should include people who, in my view, could hold differing opinions on all matters-taxes, social policy, and whatever else” he said. “Only the protection of freedom, democracy, and the rule of law must be paramount. In this body, people of my age who no longer wish to be politically active should sit”.
