Volkswagen Misses 2025 Factory Cost Goals at Wolfsburg, Emden, Zwickau, Aims for 2026 Recovery

Volkswagen’s German production sites missed their internal cost‑reduction targets in 2025. According to Handelsblatt, which cited corporate sources, the plants in Wolfsburg, Emden and Zwickau all performed below the benchmarks set for those locations, leaving a key portion of the company’s savings program under‑achieved.

A VW spokesperson said the company is “on a good path” to hit the agreed targets if the measures are implemented consistently through the end of 2026. Factory costs fell on average 30 % compared with the previous year, but the firm did not disclose the specific figures it aims to reach. Internally, executives see the long‑term outlook for Emden and Zwickau as particularly uncertain.
