The German federal government has streamlined the export of certain military goods to Gulf states and Ukraine. On Friday, the Ministry of Economic Affairs announced that a new, six‑month‑sized General Export Permit (AGG) has come into effect. The permit is meant to enable rapid delivery of arms for air and sea defence.
Minister Katherina Reiche (CDU) said that Iran’s attacks on Gulf countries heightened the need for air‑defence equipment. “At the same time, Ukraine continues to require military support, especially for air defence, at a short‑notice level” she added. With the new AGG 48, the export‑control procedures are being aligned with current demands to ensure fast and unbureaucratic shipments.
Under the AGG, selected military equipment can be exported or transferred to specified countries for defence purposes without first filing an export application with the Federal Office for Economic Affairs and Export Control (BAFA). Covered destinations include Saudi Arabia, the United Arab Emirates, Qatar, Kuwait, Bahrain, Oman, and Ukraine. The permit is valid until 15 September 2026.
