Changes to compulsory military service law are causing disagreement among political parties within the Bundestag. According to reporting by “Welt” men under the age of 45 will soon need to obtain approval from the Bundeswehr if they plan to travel abroad for longer than three months. This new regulation has been effective since the beginning of the year, but its actual importance remains unclear without the Bundestag deciding on a mandatory military draft.
Thomas Erndl, the Union’s spokesperson for defense policy, characterizes the rule as part of the defense registration process. “The regulation is part of the defense registration, just like the mandatory roll call, and can be seen as formally independent of a compulsory conscription under a need-based military service” Erndl told “Welt”. However, he advocated for a more practical implementation, suggesting that if military service remains voluntary, there should not be a genuine approval process. Instead, he proposed a simple “notification obligation”.
The Left Party views the measure in the context of potential compulsory service. According to Desirée Becker, the party’s deputy faction leader, “However, we are strongly expecting that this will happen. It is not without reason that we have warned since the coalition’s start about its reintroduction and the massive infringements of fundamental rights that would accompany it” she told “Welt”. Becker also criticized the current commotion, stating that the law has been written in a “technically poor” manner.
Sara Nanni, the Green Party’s spokesperson for security policy, demanded clarity. “I expect a quick clarification from the ministry. Citizens have a right to know quickly whether and, if so, what reporting duties they have” Nanni told “Welt”.
The AfD also points out issues with the law. Rüdiger Lucassen, the party’s defense policy spokesperson, stated that “the potential consequences of the military service modernization law…. are serious and take effect not only in times of tension and defense, but also if the Bundestag passes a need-based military service with a simple majority”. Lucassen advised the federal government that it would be wise to “develop a pragmatic solution without significant administrative effort and undue burdens on young men”.
