DGB Urges Speed and Tenant Protection for Heating Law Clarity

The German Trade Union Confederation (DGB) has criticized delays regarding the building modernization law, which is set to replace the previous heating law. While the federal government had initially announced a draft law by Easter, the coalition partners are reportedly continuing negotiations, with the issue of tenant protection proving to be a sticking point, according to T-Online.

Stefan Körzell, a member of the DGB executive board, is now pushing for clarity. According to T-Online, Körzell stated that for the heating law to proceed, two things are necessary: rapid planning certainty for the craft and heating industries, and effective tenant protection. He added that the federal government must prevent landlords from installing heating systems that are economically unviable.

Therefore, the DGB supports the demands put forward by the Tenants’ Association and the consumer advice centers: the introduction of a “relative heating cost cap”. This cap would limit heating costs to a level comparable to that of an efficient heat pump.
