German Health Minister Pushes Salary Caps for Health Insurance Executives in Proposed Reforms

Federal Health Minister Nina Warken (CDU) plans to include salary caps for board members and senior management within the reform of the statutory health insurance system. Speaking to “Redaktionsnetzwerk Deutschland” (Friday editions), Warken stated that her proposed spending reduction package will not exempt the health insurance funds. She explained, “Therefore, we will not only limit the administrative and advertising expenses of the funds, but also the salaries of the management and the boards”. Furthermore, she indicated that the salaries will no longer be permitted to rise faster than the contribution revenue. While she is not currently planning to reduce the number of funds through legal intervention, calling it a structural question that cannot be resolved in the short term-and noting that not all health insurance funds are comparable-the minister did announce that the Finance Commission will likely address this in its second report. Currently, there are 93 such funds operating in Germany.
