The Pre-Trial Chamber I of the International Criminal Court (ICC) has unanimously accepted the charges brought by the Prosecutor against former Philippine President Rodrigo Duterte. A criminal chamber will now rule on the allegations of crimes against humanity across three separate cases.
The Pre-Trial Chamber I concluded that there are “sufficient grounds to assume” that Duterte is responsible for murder and attempted murder. These crimes allegedly occurred during a widespread and systematic attack against the civilian population of the Philippines between November 2011 and March 2019, linked to the “war on drugs” campaign.
Duterte was submitted to the ICC on March 12, 2025. After the case was referred to a criminal chamber, that body is responsible for determining the next steps.
