Germany’s Minister Seeks Toughening Ticket Resale Market to Protect Fans from Price Gouging

Federal Minister of Justice Stefanie Hubig (SPD) plans to take a much tougher stance against excessively high prices in the secondary ticket market. Speaking to Bild, she emphasized that the regulation of such markets is possible nationwide, pointing to successful models in other countries. Hubig stated that access to events-including concerts and sporting fixtures-should not be limited only to those who can afford exorbitant costs through resale.

This intensified focus comes following an open letter signed by 65 artists demanding stricter measures against ticket profiteers. The Federal Ministry of Justice has already confirmed to Bild that work is currently underway to regulate the resale market.

From her perspective as a consumer protection minister, Hubig stressed the immediate need for stronger rules. She suggested a possible measure would be to cap excessive price markups during the resale process. Crucially, she clarified that the regulation must not impede private resale, nor should it create unnecessary bureaucratic complexity. Ultimately, Hubig stated that the goal is to check “commercial profiteering” in the best interest of fans, artists, and athletes alike.
