German Health Minister Fights Cuts to Caregiver Pension Rights

Health Minister Carsten Linnemann (CDU) has signaled that he intends to stop planned cost reductions to the pension entitlements of family members who provide care under the new care ordinance law. Speaking to “Bild am Sonntag”, Linnemann stated, “I do not want to make cuts to the pensions of caring relatives.”

He views this planned reduction as a negative indication for both the government and society, arguing that cutting these benefits removes warmth and makes society colder, as these carers are integral to holding the community together. Consequently, the Health Minister plans to intervene to ensure that no compromises are made on these pension points, and they must be maintained at their current level. He noted that this stance is echoed by parties such as the SPD and CSU, and he mentioned that the Federal Chancellor had also commented on the issue during a recent press conference, suggesting this is a collective concern.

When asked about how these increases would be financed, Linnemann acknowledged the challenge but offered a perspective on finding solutions. He explained that by stating he does not want to compromise on the pension points, while acknowledging that the general contribution rate is set at 3.6 percent, there is significant flexibility to look for alternative funding mechanisms. He cautioned that finding this counter-financing will not be easy, particularly given the need for cooperation within the governing coalition.

Addressing the concerns of insured persons regarding rising costs in care homes against stable contribution rates, Linnemann emphasized the role of in-home care. “We have about six million people in Germany who require care,” he said. “Of these alone, more than three million are cared for at home.” In his view, these individuals are the “daily heroes of Germany”-the people who sustain the country. He stressed that if the focus is lost on supporting these home caregivers, both the healthcare and the care systems risk collapsing. Therefore, the focus of his strategy will be placed on providing stronger support to these crucial individuals.
