Hesse Demands Stricter Control of Vapes and Nicotine Pouches to Protect Youth Health

The Health Minister of Hesse, Diana Stolz (CDU), has issued a warning regarding the growing prevalence of tobacco alternatives such as vapes and nicotine pouches. She announced on Wednesday that she plans to advocate at the Health Ministers’ Conference (GMK) in Hanover for stronger youth safeguards and uniform national regulations concerning these products.

These items, which are marketed as “smokeless alternatives,” are becoming increasingly popular among children and young people. Stolz stressed the necessity of robust protection for youth and consistent regulation across the country. The minister voiced deep concern that the design and flavor profiles of vapes and nicotine pouches are particularly appealing to young people, thus lowering the barriers to initiation. “Nevertheless, they pose a risk to the health of children and adolescents,” she stated. Consequently, requests during the conference are slated for discussion, aiming to implement stricter youth protection rules for e-cigarettes and to regulate nicotine pouches.

Stolz also highlighted that so-called “tobacco-free nicotine pouches” present a health hazard because they increase the risk of addiction and withdrawal symptoms, thereby making the transition into nicotine dependence easier. Even though these pouches contain no tobacco, they can still deliver substantial levels of nicotine and heighten the risk of addiction. To effectively regulate these products, Stolz called for clear standards within tobacco law, emphasizing that the primary objective is to shield children and young adults from associated health risks while keeping the issue firmly on the federal political agenda.
