SPD Demands Parliamentary Debate Amid Uncertainties Over Planned German Deployment in Strait of Hormuz

The Social Democratic Party (SPD) in the Bundestag maintains that there are still unresolved issues concerning the proposed deployment of the Bundeswehr in the Strait of Hormuz, insisting on careful deliberation within the parliament.

Christoph Schmid, a defense expert for the SPD, told the media that given how sensitive the situation is, it is crucial that parliamentary debate can proceed properly and systematically. Schmid stated that for this reason, he finds it logical to wait on the cabinet’s decision.

For the SPD parliamentary group, several conditions must be met before they can participate. The SPD politician noted that the 14 recently published points may provide a negotiation foundation that satisfies the first condition-the existence of a credible ceasefire. However, he emphasized that there are still questions regarding the second prerequisite: the international legal foundation.

The federal government is considering instead using an earlier UN Resolution 2817 from March as the legal basis, rather than waiting for a newly planned UN resolution. While this resolution confirms the right of states to defend themselves against attacks and provocations in the Strait of Hormuz, it does not specifically reference an international military mission.

Schmid stressed that a careful examination is required to determine if UN Resolution 2817 can serve as a basis within a collective security framework, or whether a different legal foundation is necessary. Furthermore, there are outstanding questions regarding the role of all involved states, including Iran. Although he acknowledged that preparing for a deployment and coordinating closely with allies on potential capabilities for the Bundeswehr would be beneficial, it must also be clear that Parliament is given adequate time to consider granting a mandate.
