Ahead of the replacement of the Bürgergeld with the new Grundsicherung on July 1st, Federal Labour Minister Bärbel Bas (SPD) has announced that the government intends to take uncompromising action against the exploitation of state assistance. Speaking to the “Neue Osnabrücker Zeitung” (NOZ), Bas emphasized that the reform also sends a strong message that social benefit misuse will no longer be tolerated. While acknowledging that only a small number of recipients under the basic security fail to adhere to the rules, the SPD politician stressed that benefit misuse is not a minor issue, and that a consistent approach is a matter of justice.
Alongside cracking down on abuse, the minister highlighted the crucial shift in the upcoming reform towards prioritizing employment opportunities. She stated to the NOZ that putting work first, wherever possible, is a key element of reshaping the basic security system.
Looking at this reorientation, Bas clarified the core principle: “It is clear: anyone who needs help must receive it. Solidarity also means that those who are capable of working must make an effort to find work.” The primary goal of the change is to encourage employment rather than solely relying on benefit payments. However, she assured that qualification support will remain available if it is necessary for a sustainable entry into the workforce. Ultimately, the future structure will emphasize commitment, personal responsibility, and active participation from all recipients.
