The Association for Social Welfare in Germany (SoVD) is urging the federal government to bolster volunteerism instead of pursuing the introduction of a new mandatory civil service program. According to SoVD Chairwoman Michaela Engelmeier, compulsory service should be replaced by strengthening voluntary commitment, reliably funding the federal volunteer service, and supporting the Voluntary Social Year. She emphasized that these programs allow young people to gain awareness of social professions, experience solidarity, and connect with the concept of human decency, preparing them to enthusiastically contribute to areas of the social sector that are in desperate need of assistance.
Engelmeier voiced serious concern over the recurring cuts to funding for these voluntary services by the federal government, noting that there were even discussions about abolishing them entirely.
The federal government, according to its own statements, is preparing for a new civil service system should military conscription ever be reintroduced. However, Engelmeier warned that “no one should be forced into military service against their will.” Furthermore, she pointed out that any obligatory civil service constitutes a major government intervention into the freedom and life planning of young people. It must be ensured that this does not result in long-term disadvantages regarding their social security and old-age provisions.
Finally, the head of the social association stressed the necessity of preventing a potential new civil service from being exploited to secure cheap labor or replace standard employment. Young people should not be used as stop-gaps in failing systems.
