EU Interior Commissioner Magnus Brunner clarified that among the migrants arriving in Ceuta, there may be individuals who are eligible for international protection. As he told Spiegel, those who qualify for international protection will be entitled to a standard asylum procedure. Concurrently, Brunner addressed Spain’s stance, which suggests that the majority of arrivals are from Morocco. Since Spain has placed Morocco on the new EU list of safe countries of origin, asylum claims from that country are generally not accepted. Regarding unaccompanied minors, however, he stated that Spain bears sole responsibility, noting that the responsible member state decides on a case-by-case basis. Brunner also announced plans to exert more pressure on human smuggling networks, advocating for increased powers for Europol in this fight. Furthermore, Brunner promoted the idea of conducting asylum procedures outside of the European Union, in designated safe third countries. According to Brunner, this approach could prevent dangerous journeys and save lives.
