German Government Projects Over 4% Pension Hike by 2027, Amid Rising Contribution Rates

Approximately 21 million pensioners insured under the statutory system can expect a pension increase of over four percent in the coming year. According to a draft of the government’s pension insurance report, which was reported by the “Frankfurter Allgemeine Zeitung”, the Federal Ministry of Labour predicts an increase of 4.09% effective July 1, 2027. For reference, the pension rise implemented on July 1 of the current year was 4.24%.

While the contribution rate to the pension insurance program is projected to remain stable at 18.6% of the gross wage next year, significant increases are expected from 2028 onwards. The draft indicates that the contribution rate will rise by 1.1 percentage points to 19.7%, and once again increase in 2029 to 19.8%. These projections are somewhat more favorable than what was previously anticipated, as the Deutsche Rentenversicherung had earlier forecast a rate of 19.9% for 2028 and 20% for 2029.

The figures regarding the 2027 pension adjustment are preliminary. The Ministry of Labour typically determines the exact values in March, once the final statistical data is available. Fundamentally, the pension adjustment is linked to general wage development and is amplified by the “Pension Stability Line”-a measure approved by the governing coalition in 2025 and planned to be valid until 2031.

Furthermore, the new pension insurance report includes a long-term forecast stretching until 2040. Under the current legal framework, statutory pensions could increase by a total of 46.5% over that period, translating to an average annual increase rate of about 2.8%. However, this long-term projection does not yet account for potential changes resulting from the new pension reform planned by the coalition.
